SEPTEMBER 15, 1861:       

In a blow to the Union’s foreign relations, Spain officially announces that vessels under the Confederate flag are to be admitted into the ports of Cuba to discharge and receive cargo, under the same privileges as vessels of all civilized nations, without recognition of nationality.
