MAY 14, 1861:
The
First Wheeling (Virginia) Convention, convened on May 13, declares that the
western counties of Virginia are no longer in rebellion against the United
States of America. The delegates declare themselves the State of New Virginia.
As Virginia has not yet completed its secession process, however, the
declaration is held in abeyance.
