In a
raucous meeting affected by the events at Philippi, “New Virginia” delegates set a date for a second Wheeling
Convention to discuss secession from the Confederacy back into the Union.
Delegate John Carlisle proposes that the Convention present itself as
representing the “Restored Government of Virginia” for the entire State.
