March 10, 1863---A Federal Amnesty for AWOLs
MARCH 10, 1863:
President
Lincoln issues a proclamation of amnesty to soldiers who are absent from their
regiments, if they return by April 1, 1863.After that date, such soldiers are to be considered deserters.
