Although
President Lincoln does not want to upset Kentucky's neutrality, the War
Department authorizes General William "Bull" Nelson to establish
training camps and organize a brigade of infantry in the State.
Governor Beriah
Magoffin protests to President Lincoln about the camps, but the President
ignores Magoffin, stating that the will of the people wanted the camps to
remain in Kentucky.
