August 24, 1861---Kentucky clings to neutrality

AUGUST 24, 1861:     

Just as on July 15^th, Kentucky’s Governor declares his State’s neutrality and calls for the removal of Union troops. Having previously disregarded Magoffin, President Lincoln now tells the Governor that he will not remove the pro-Union forces.
