August 16, 1861---"A State of insurrection."
AUGUST 16, 1861:
In a
Presidential Proclamation, President Lincoln officially declares that the
Southern States are “in a state of insurrection against the United States.” The
word Confederacy is never mentioned
in the Proclamation.
