FEBRUARY 18, 1861:
Jefferson Davis is inaugurated as
Provisional President of the Confederacy.
On the same day, U.S. Brigadier
General and Brevet Major General David E. Twiggs surrenders all U. S. military
posts in the Department of Texas to State authorities, thereby effectively
neutralizing one-fourth of the standing army of the United States. Twiggs tells
authorities in Washington he acted under threat of force but they consider his
actions to be treasonous, and Twiggs is dismissed from the U. S. Army "for
his treachery to the flag of his country." Shortly thereafter, Twiggs
joins the Confederate States Army.
