General Henry Halleck accuses General U.S. Grant of “neglect of duty,
inefficiency and drunkenness” in the aftermath of the victories at Fort
Donelson and Island Number Ten. General George B. McClellan, always ready to
sow discord where he can reap personal benefit (by destroying Grant’s
popularity and authority) gives Halleck permission to arrest Grant. Instead,
Halleck simply removes Grant from command.
