General
Burnside calls a council of war with his subordinates Franklin, Hooker, and
Sumner. Burnside argues that the Federal
army can cross the Rappahannock River and attack at Fredericksburg precisely
because Lee will think it is a foolish move and will be unprepared for it.
This very thin logic does not impress his Generals, who have watched the Army
of Northern Virginia occupy the town for weeks. Clearly, Lee knows that the
Army of The Potomac is not just visiting relatives in town.
When Burnside’s senior Generals share
Burnside’s decision with their Corps, Division, and Brigade commanders, there
is open and bitter opposition to what is now seen as a suicide mission.
