November 26, 1861---Unionist Virginia passes an Exclusion Act
NOVEMBER 26, 1861:
Delegates
adopt a proposed Constitution for the forming State now officially named “West
Virginia.” They also pass an Exclusion Act banning all Blacks, slave and free,
from the State.
