In a
military dispatch, C.S.A. President
Jefferson Davis expresses surprise at the low number of volunteers for the
army. Many men choose to serve only with their local militias rather than fight
with the main Confederate army (there has been a high amount of volunteerism in
local areas, but not as much as had been predicted, and many say they will
refuse to fight outside of their States). The Confederacy also does not have
enough rifles and cannons to equip its men.
