General Henry “Old Brains” Halleck is
appointed to lead the new Military District of The Pacific. A timid combat
commander, once U.S. General-in-Chief and then Army Chief of Staff, Halleck’s
transfer to the far west effectively rids Grant and the Administration of the
man President Lincoln once described as “little more than a first-rate clerk.”
